The City of Concord's Bicycle Subcommittee of the Transportation Policy Advisory Committee Bike (TPAC-Bike), PATH and the CNHRPC have completed their work on developing a City of Concord Bicycle Master Plan. The plan and the Greenway Path document were adopted by the Concord Planning Board and City Council in January 2011. This Plan was developed by CNHRPC under direction of the Bicycling Subcommittee of the Concord Transportation Policy Advisory Committee (TPAC-Bicycle), and in collaboration with the City of Concord Planning and Engineering Services Divisions. Critical to this Plan is visioning and public comment received via public meetings, surveys, and communications through TPAC-Bicycle. This Bicycle Master Plan is intended to direct and guide a wide range of efforts by the City of Concordand the bicycling community to make Concord a more bicycle-friendly community. Intended to be a supplement to the City’s Transportation Chapter of the Master Plan 2030, it takes the spirit and intent of the existing Master Plan 2030 and other planning documents to provide more specific direction for improving bicycling conditions in Concord.

In the last few weeks the groups have used input from December's first public meeting to draft a bike route plan map, have mapped and labeled "hot spots" and difficult corridors identified at Meeting 1, mapped automobile traffic volumes, drafted goals and vision statements based on Meeting 1 input, and began the task of identifying a route for a possible bike trail along the Merrimack River from Bow to Boscawen.

Bicycle Master Plan progress November 4, 2010 CNHRPC has organized a steering committee to guide the selected consulting engineer, Fay Spofford and Thorndike through the process. A draft of the study has been completed and is under review by the committee. This study will be added as an addendum to the Bicycle Master Plan, and will also be a stand-alone document for the City to use to help make this vision a reality. Bicycle Master Plan Progress January 10, 2011 A Draft document has been prepared and reviewed by TPAC-Bicycling and is now ready for public comment. Find the links at the top of the page. Keep posted for an upcoming public meeting where you will be invited to comment on the document and share your thoughts with TPAC-Bicycling. Once we hear from you and incorporate any last comments, the Plan will go before the City of Concord Planning Board and City Council for review and anticipated adoption. PROJECT OVERVIEW • Purpose The purpose of the plan is to build on the City’s bicycle related components in the 2030 Master Plan. The Transportation Chapter of the city’s current Master Plan addresses bicycling’s role in Concord, but does not provide the detail that a bicycle specific plan can have. The Bicycle Master Plan intends to take the spirit and intent of the existing Master Plan and other planning documents to create a more in depth and bicycling specific plan, and to help bring forward implementation and action items to make Concord a more bicycle friendly city. • Intended Scope of Work As the plan is developed, drafts of the following sections will be made available for the public to view and comment on.
The Bicycle Master Plan will include the creation of maps for bicycle routes, trails, bike parking and facilities, educational and safety opportunities and the potential development of programs like bicycle facilities at workplaces and bicycle sharing programs.
